Turkey can not DOW on Minor

Feb 1805, ver 1.06. Turkey has 2 Infantry corps in Crete and is trying to DOW on Cyrenaica, the game gives the error message you must be able to reach the minor to declare war on it. Don't know if it matters but GB started at war with Turkey, and left Malta open. Turkey invaded in Jan, so a corps and the regular fleet is at Malta.

I found a few issues with this in the 1.07 beta and I think Marshalle put in a few more checks to try and fix it..  This one bounces around though as the computer finds different ways to see if its in range or not and sometimes will have different results for minors sitting the same distance away (even in the same sea zone for unloading troops).  The easiest work around (not the preferred) is to land in the neighboring neutral nation and declare next turn keeping you invasion supply and march to the capitol.. (or against AI and sometimes human.. land with only 1 corps and declare, when they set up to block the entry - then amphibious assault the rest of your troops into the capitol and take it).

Same problem in the same game of Larry.
Spain has a corp and a transport fleet in Barcelona, but the game refuses a spanish dow against Papacy saying that Spain is unable to reach Rome.

Well, the DOW restrictions seem to have changed(by a bug).
Naval move-calculating seems bit odd on this.

Im also surprised game allows DOW if only a cossak/freikorps can reach the minor.

I loaded this one and it is fixed in the first 1.07 BETA that is coming!
