Inland HI Production

We have reached mid-Apr 42 in our PBEM and I am noticing that my interior manchurian, korean, and chinese cities with heavy industry are basically out of fuel and never seem to acquire any. Does this mean that they're heavy industry centers will/are not producing?

This is about 400 heavy industry centers out of the 7,000 japan has representing 800 hi points/day (or about 6% of the economy).

Is there any way to make fuel move to these locations?

Fuel comes from refineries not heavy industry.

Refineries turn oil into fuel.

You need to ship fuel to the nearest big city, you may want to turn off Heavy Industry in cities that have no fuel, until you build up your fuel levels.

Yep, I've noticed the same thing ... no known way as yet, as far as I am aware. Even having fuel at ports nearby has little effect. Maybe you can post a report in the AE map, Base, Economic Issues sticky as I believe it needs to be looked at.

Interesting, why developers didnt add buttons request fuel, oil, resources as they added request supplies ? Is it hard to code ?

Yes - I understand that. There is plenty of fuel in nearby ports - maybe 200,000 tons of it in Port Arthur all within about 240 miles of the cities that have none. However, the game engine assumes the heavy industry cities do not need fuel (if they are not ports) therefore they do not draw any fuel, regardless of the adjoining stocks.

Thus, it appears these heavy industry sites do not produce once there initial game starting stockpile of fuel is used up. This could also be an issue for Allied heavy industry sites in the interior of India I would guess.

Furthermore, I could see this possible being a problem for Chungking, Chengtu, etc in Central China representing a good 400-500 tons of daily supply production for the Chinese. In fact, this could when fuel runs out there be a very big issue as that is maybe 15,000 tons of supplies per month and the Chinese are ever short supply.

HI produces 2x supply, and I guess that is the point, there is no point having HI inland if the game is not properly drawing fuel to these locations. More data needed, but if you have enough, please get Andrew to have a look in the sticky sections... I've talked about it already, he is probably aware, but might need more data.

Simple solution may be to make inland cities with heavy industry a port level 0 or 1 - i think just having the port would pull fuel to it - and seeing as how it is inaccessible by sea it won't matter for ships going to dock.

Well if we could edit the PWHex sides and make rivers navigable that would be the best solution. Then you could have inland ports and drop off the fuel you need via tanker.

Has anyone tried turning off Heavy Industry to see if fuel build up in a coastal city allows it to move?

One of the issue is once you run out of fuel it's too late, there may not be enough fuel left over (used by the closes factories) before it moves inland.

It's already hard enough to run the Japanese economy, the ability to manage fuel levels like we can with supply would help.

Or fuel could move by rail or road to where it is needed? ... same as supplies? ...

I am not seeing the problem (I least I think so, maybe [&:])

My inland cities with industry all have a fuel requirement set at exactly the factory usage level. Each turn the fuel seems to move to the cities and is then consumed by the factories.

Now it is hard to really be sure about this since the fuel level in the cities does not change from day to day, and the nearby ports with lots of fuel are always moving it around so it is hard to say that it is really moving from the ports to the factgory cities. However, my HI daily production seems to be what WitpStaff estimates as produced (it notes when produciton is turned off, but it can't predict if there will be insufficient fuel)

So ... I think it is working properly but I can't be sure.

What are the HI production levels like? If the inland HI centres are not being used, you should see the HI totals reflect that. If any of you have a save showing the inland HI not being used then please post it in the support forum and we can take a look. All bases with HI, whether inland or not, should draw sufficient fuel to them assuming it is available.

Hi Andrew - Do you have an e-mail to send it to? I can't seem to attach it here - it says file is too big. I will send you the password via e-mail also. My e-mail is vaned74@gmail.com or PM me here and I'll send some saves.

You will note, and I have saves from previous turns that the hi production reported last turn is always 570 less than the maximum attainable. Max attainable is 7094 HI centers x 2 = 14,188. Production seems to run at 13,618 per day even though all centers are on.

The HI sites in Manchuria off the coast and Changsha number a total of 235 centers (570 hi points) and seem to be the culprits. They are out of fuel even though there is gobs of it in Port Arthur, Shanghai, Hong Kong and the remainder of the China coast. It is simply not being drawn in to the inland sites. It is not resource shortage as all those sites have plenty of resource production in hex to run the hi there; so no resources need to be drawn in.

I had slightly less production 2 turns ago by like 100 points as Muroran on Hokkaido decided not to draw fuel to produce either, despite lots of fuel in other ports. I sent a cargo ship with fuel there to micromanage it though.

I have multiple saves going back quite a while I think.

Sure would be nice to have the city name in the Industry & Resource screen change color, Red - if the factory is turned off or blue if - out of (fuel and/or resources).

I think the issue is fuel just doesn't show up at inland bases, so it's had to keep track which factories in which cities have or don't the required fuel/resources to produce.
