Assigning LCUs to air HQ

On Dec. 8 1941 I tried changing the HQ of the 2nd Marine Regiment (which starts out restricted in San Diego) to an air HQ that has yet to arrive (USAAF bomber command) and it worked. Afterwards, I was able to load the unit onto an amphib TF. WAD?
