Supplying in-land bases?

I skimmed through the manual really fast, but I wasnt able to find the answer, so here goes:

For China, I am trying to get units rearranged, along with the Air Units, but I am having trouble do anything because there doesnt seem to be any supplies and/or fuel in the bases. My question is, how do I supply these bases that are not near water? I really need to get some supplies to them, the Air Units are just sitting there not doing a thing, no fuel = no ops. Any help please?

First of all, aircraft use supply, not fuel.  Open up the base screen and push the arrow button next to the supply shown in the upper left quadrant of the window.  That will increase the minimum required supply for that base.  Supply should flow there over the next couple of turns.
