Mulberry ducks out too early

Mulberrys now provide supply with 1.60.

However, it seems that if any alternate supply source is found, they stop working.

In my case, I was invading Engand and captured a NON port city on the second turn that only supplied about 5 PP.

The Mulberry became non-functioning.

Working as designed?
