If you wish to attach a save, I can probably give you a better explanation.

OK here it is. Hope you find out what's going on, I suspect a bug.

What groups arm I looking at?

The 488 Sq seems to have been upgraded.

Based on the save, an air group in Calcutta would need a min AF of 6 if attached to 224 RAF HQ ((any air HQ in range, lower min by 1/2 command radius only).
If it was attached to 223 RAF which is in the base, then it would need only AF of 5 (attached Air HQ in range, lower min by 1/2 command radius , less an additional 1 for being being attached to hq) i.e. could upgrade where it is).

Not entirely sure what this means?

I'd upgraded No 243 Sqn RAF with 13 Mohawk V in level 1 A/F with 11205 supply while No 67 Sqn RAF in Calcutta with 60000 supply level 5 A/F would not. Both Sqn were equipped with Buffalos. In both cases the HQs there are assigned too are in the same base. The date is 16 March 1942 by the way.

I doubt that the upgrade happened at the 1AF base itself unless it was a Home Base to the nationality.
It is more likely that the a/c were supplied from another base where the minimum AF requirement was satisfied.

The Ops report will usually have a message to that affect:
18th PG/73rd PS at Hilo converting to P-40E Warhawk supplied from Pearl Harbor

OK that explain why the unit upgraded but why doesn't the other unit upgrade. It is in Calcutta, it does have sufficient supply, it is in the same hex as it's HQ. I do not understand why this should be.
