fix my radar please

Saratoga sitting in Pearl for 20 turns with a broken (it's red it means it's broken,no?)and it does not get fixed. No system damage, what gives?

The old story; no damage anywhere - no repair.
Was like that in stock too, but I thought it had been fixed in AE.

Take it out and run it around the islands to get some SYS damage. It should then be able to put back into repairs.

To clarify, does that mean after it has sys damage you can put it into the "shipyard mode" for repair? Meaning that if you just park it in the port the sys damage will basically repair itself, but the radar damage will still remain untouched?
