training groups - kamikazes

I loaded Scen 1 in the editor and changed the date to 1946 just to see how training groups work. Some questions:

(1) why can some training groups be converted to kamikazes and others not?

(2) can a training group do anything other than be a kamikaze?

(3) why are the non-training groups seemingly incapable of converting to kamikaze?

a non-training group unable to convert to kamikaze - this would seem that the only groups that can become kamikazes are the "training groups" - or rather some of the training groups.

Just trying to figure out what the japanese air forces will look like in 1945 for production planning purposes - any explanation of the above behaviors would be great. Thanks!

Experience.
Only low experienced groups can be converted. Don't have exact exp limit, but look it up later and post here

excellent - thanks for the quick reply Michael! Look forward to the exp cutoff number, it is obviously pretty low though (less than 35).

You are not going to make it to 1945 so no need to worry about it.

I forgot one condition that affects your examples - morale.
Kamikaze were highly motivated but often, in the large part, with low flying skills. As a result, I added the limitations of experience and morale. Once converted, the group can be trained up.

Kamikaze group conditions:
Japanese player
Kamikaze option active
Kamikaze conversion count >0 (max of 7)
Not a fragment
Not a transport type a/c
Group EXP <50
Morale >70
