Loading Troops on December 8th

I'm new to this simulation. I was trying to load troops on the first turn. Is this possible? If not where can I reference this in the manaul. Also, although the manual is very detailed. There are no tutorials. Where can I go to get up to speed with this similation? Thanks

Loading troops is covered under the section on Loading/Unloading Task Forces. Sometimes they can't be loaded because they are in a restricted command(R). Loading troops into a transport TF requires they be in strategic mode.
