20 tunrs and the taks force will still not unload

There is a TF at Brisbane carrying a base force. For the last 20 turn or so it has been uloading but there remains a capacity of 10,432 that will not unload. I had the same task force at Nouome that would not unload the same base force so I moved to Brisbane. Why can't I unload?

Isn't the question rather how you managed to load the ship to more than 3 times it's capacity? Must look like a bus in Cairo with people hanging on the outside and sitting on top of the deck houses [:D]

I use small engineers and little tiny tractors!
Didn't notice that. So you think they are all stuck and if I can just pry 1 or 2 loose they will all come popping out?

I had a problem where something in the code overflowed or whatnot, and would up with two ships (forget if they were AK, AP, xAK, xAP, probably doesn't matter) that each had more than 65,000 supplies loaded.

I was unable to get them to unload. So, I made a new TF of a different kind and they unloaded fine. Sorry that I forget what kind of TF it was: Transport, Amphibious, or Cargo. Obviously Cargo would not work for you with troops aboard (but you could try it if it lets you!). Just look at you current TF and see what kind is it - then try 'the other' kind. If it's Amphib now then try Transport, etc.

I can't say for sure but it might work.
