PP calculation error?

What I have noticed is that when I buy a unit from Australia Command or So. Pac Rear Area I am charged only ¼ of the indicated amount of PP.

In the attached save game, for an example see the 41st/I62nd Infantry at Townsville. When I click on the unit’s indicated HQ (Aus. Command) it indicates that 196 PP are required to change HQ. There are 852 avail. If I select done and check the total in the intel screen my new total is 803.

Is there something about this that I am missing?

I and several others reported this with patch 1.084, in both Guad scenario and the Campaign scenario 1.  It may be the way costs are actually supposed to be calculated, but if so, the display needs to be fixed.
