Do minor countries ever receive reinforcements?

I'm currently controlling Holland. Their army is depleted. Any way to add to it?

If you have a minor free state, it builds the same way your home nation does. The printed money and manpower values are x2.

you have to buy them first.

I have to give them money, then build them forces just like my own.
