I'm playing as France in the 1792 scenario, the Brits turned Bavaria into a protectorate and I attacked. I took all of Bavaria except two provinces, one of which the Prussians got, one held onto by the British. The rest of Bavaria belongs to me.

I want to annex the two provinces on the west of the Rhine, and leave the rest of Bavaria as a protectorate, but I have no idea how to do this. It should be possible, but if it is I just can't figure it out, the manual didn't have what I'm looking for. This is either something that's perfectly simple and the answer's right in front of my face, or maybe it's not possible, which would be annoying.

It can't be done.

What we need in the future is more "modularity" for provinces where they can be turned into new political entities, attached, detached, reattached, etc. more flexibly.

As it is, those two parts of Bavaria are part of Bavaria. In later scenarios they are given their own identification, but no way for the player in the earlier scenarios to create that identity.

Kind of annoying I agree.
