Calling AFB

Looking at some allied mods for a mod im doing ,

based on the following what would the US do..

The US is seriously mad at the Panays destruction , John M Allison retaliates after being slapped and is shot. The US sends Artillery , tanks and advisors. Instead of German divisions Chang Kai Check forms US divisions and the German advisors are sent home. The AVG is formed and is sent 18 months earlier ( the A-20 and A-28s are in China) and is in operation in China when the war starts.

The fact Japan is building 4 70-80,000 ton BBs with 18" guns is discovered as is the fact some Japanese Battleships are modernized.

Based on this scenario
- Speculate what the Allies would do in the 38-39 time frame
- Speculate what the Allies would do in the 40-41 time frame
- For interest what would Japan do ?

Would the US modernize BBs ? Prioritize the Montana's ?
