I've come to the conclusion that it will be virtually impossible to wage war in Scandinavia on the grounds of the wooded terrain. The distance between supply sources will be to too long, all going through the woods.

As I see it, I can fix this by simply changing the movement cost of motorized in woods from 2 to 1. This will make them faster in other regions, but I'm planning to increase ZoC penalty for them to somewhat make up for this. Anyway, making the first change would double the supply lines running through all wooded terrain, without changing the length in other terrain, so I think it could be worth it.

But if I make the first change will it have this effect? Will the supply line length be affected?

What you planning to do seems to work, but I'm not sure isn't it going to be too fast.

Must of course consider this carefully, but I think it will work. The downside of it is that motorized units will be faster, but only when going through woods, and in the main theatre of war, Central and Eastern Europe, that terrain feature seldom appears in greater masses. Another restricting factor is that motorized is rather weak at start and that I plan to make ZoC heavier for them anyway.
 
If you look at the distance between cities in Scandinavia, and consider that the supply penalties will start after only five hexes while traversing woods, you can easily see some problems coming. One solution could be to lengthen the supply lines to 50, with penalties occuring at the far end, but then I'll have problems elsewhere.
 
The snag here is that the supply system is based upon cities, and that cities only exists in a supply-balanced density on the more central part of the map. In Norway, Sweden and Finland, it seems therefore extremely difficult to operate.
 
I could of course add some cities at reasonable distances, but that wouldn't work, would it? You have to hard-code a supply-flowing pattern between them, or am I wrong here? Will a number of cities solve the issue?
