Roster size

Did I mess something up when setting up my association as I'm only allowed a total of 35 players?

I just started with the 2009 league setup and I can have 25 players on ML roster, but only 10 in the minors - I'm assuming I chose that setting while configuring the league?

If so, can I change that mid-season or do I have to start all over again?

I don't know if you can change it in the game but I you can use CrashDavis' PS Config utility to change the roster size.
