Winning in ED

On day 35 in Eagle Day Long Campaign, playing as Luftwaffe, I have Air Superiority Level 8 and according to the manual I should have won but the campaign goes on. I have also noticed that in the 1941 Long Campaign the Luftwaffe has already strategic Level 4 for 47000+ strategic points, 1 level for 10000 points not for 20000 points as in the manual. Are the victory conditions different than in the manual ?

Just a guess, but the manual might be 4 short. The manual also says you need 12 combined to win after day 40, but the in game listing says 16 to win.
