Will, do you still have this saved? Can you also give us the production tableau for these two countries?

Fighting consecutively weaker countries it is not the same as fighting with USSR. Giving the ww2 history to expect a walkover through USSR... Would it be fun to win easily with USSR?
“Very easy” setting is for really easy games. Normal setting is meant to reflect as it was(of course it is extremely difficult to make perfect balance).

Will, that Soviet production summary is very very strange.
Just fyi, the Barbarossa Soviet production starts off with 83 points coming from resources, and 195 from cities. (And about a dozen points from annexed cities.)
Your summary has a grossly inflated WE compared to the scenario...but seriously understates the base points coming from cities and resources.
Something very bizarre is going on here.

Oh, gotcha.
Tbh, even though something seriously buggy is going on here, you really are well on the way to winning this anyhow. You've cut their production by over 50% already.
Ultimately even this massive economic boost this isn't enough to save the AI.
The good news, I suppose, is that none of this matters in player versus player games, because this economic weirdness won't happen. You won't see a human Soviet player rocking those production numbers.

Putting aside the uncertainty of the AI performance, your level of accomplishment by May '41 is quite impressive.
Still, I wonder if the amount of production points available at normal settings is a bit excessive. I know there are other settings but what if normal is abnormal?
