Staff plotting missions

when you let your staff plot missions for you do they set bombers to fly at best altitude to release their bombs? or is it a random altitude?
Also same question in regards to fighter sweeps and so forth..[&:]

A combination, they also attempt to predict the weather, allowing them to try to pick a hole in the clouds. Cloud also adjusts altitude.
