Naval Support possible bug ?

Hello !

I would like to know if it could be a bug:

I have the following units at Truk with naval supports squads:

*4th Base Force (120 Naval Support)
*4th Fleet Command (89 Naval Support)
*Southeast Area Fleet (240 Naval Support)

Truk is under Southeast command, but only in the interface appears 120 naval support (like 4th Base Force -subordinated to 4th Fleet!!-). Well, I can NOT rearm my combat air groups (torpedoes) sorties at this base, but all my naval support is 120+89+240 = 449 (enough if I read correctly at rulebook, 160 naval support needed in a port size 6 like Truk)
