Can't get the top menu

I'm trying to play this on a Vista laptop with resolutions up to 1280x800, but no matter what resolution I try to use, I can't get the top menu bar to appear. Is there a key combo to call it up? Or am I missing something else?

I loaded the game again (for about the 10th time tonight) and was all hyped up to hit the "M" key when I noticed that the menu had automatically come up.

Weirdness that fixes itself - bizarre.
