Save game of TF PP problem

Hi this is the save game of the ongoing game i have going against AI. It is a custom Scenario and the only things i changed where mines and PP. PP for tf commanders is not working the rest of PPs system is working

What do you mean not working? How it works, and how (according to you) it should work?

pps to change tf commanders are -30000 while normal pps are +200000 so i cannot choose tf commanders
