Mines and Torps.

Playing Japan.
I thought that mines and torpedos were devices and would be produced in Armament factories.

Mines:
Looking at the prod/last-turn I see there is a production of mines. Looking at the loadcost (lower ones) of these mines makes it clear that production can't be done against armament points.
Question: Does it cost anything to produce mines?

Torpedos:
They don't have loadcost, so are not produced. The manual states somewhere that it costs supplies.
Question: How many supplies?

Can anybody tell me exactly how this is working?
