How to get some cities to show city icons?

Using the "normal" map, the following cities have resource icons:

I want them to display the regular city icon but they seem hell bent for leather to show the eyecandy. I went into eyecandies.csv and removed any lines with the x,y above, and they still show the eye candy. WTF? I looked into the cities.csv file and they look like all the other cities - there's no control for icon there. I looked into appearance.csv but couldn't see anything relevant.

I deleted eyecandies.png and surprise suprise, the former 'resource' cities showed up as "city" cities. But I don't want to go that way - I like the other eyecandies and want to use them.

So how do I go about having those cities above show the city icon while allowing other hexes to show the eyecandies.

Deleting entry in eyecandies.csv should be enough.
Are you sure, you have deleted it for proper scenario?

See if you have any luck. Attached is the eyecandies.csv with the lines containing the x,y coords above taken out.

I made a copy of the 1939 scenario folder called 1939 Test, then dropped the edited eyecandies.csv into there, then I started a new game using 1939 Test as the scenario and I chose the "normal" map option. When I looked at Baku, it had the oil well icon.

Also, and I'm not sure if this has something to do with it, but check out the attached image. This is a standard 1939 scenario with the "normal" map option. See how both Duisburg and Bochum show both the city and a resource icon? The city icon overlays the resource icon so it's a little hard to see, but they are both being rendered in the same hex.

I've just removed line 1110 from data\scenarios\1939 Grand Campaign\eyecandies.csv and the resource icon in Duisburg is not there anymore. Also removed line for Gliwitz and... yep, standard city icon :)

I think the problem is the program accesses the wrong eyecandies.csv? It seems to always be looking in the data\scenarios\1939 Grand Campaign\ folder.

I copied the 1939 grand campaign and called it 1939 Test. Inside the 1939 Test folder, I edited the eyecandies.csv. I then launched a new game, picking the 1939 Test scenario. When the game loaded, there was no change.

I now made the same edit to the eyecandies.csv inside the data\scenarios\1939 Grand Campaign\ folder, then again started a new game using 1939 Test as the scenario and my edits were displayed on the map.

If you created new scenario folder you should change the path to it, in misc.csv file.

Without changing it, when you launch your 1939 test scenario, it reads all the data from default 1939 scenario.

Ok, I fixed it and my scenario works great. While looking around the map I noticed more resource hexes like Duisburg.

Maykop 212,111
Solikamsk 251,41
Duisburg 109,83
Bochum 111,83
Recklinghausen 111,82
Hamm 114,81

All these resources properly display the resource icon in the "Classic" map view. But in "Normal", the city graphic overlays the resource graphic - you can see this on the map where just the top of the oil rig is visible. I believe the intent might have been to show the resource in a more urban setting, so maybe the depth got mixed up on the two icons?

And also don't forget to fix these cities - which appear as city icons in "Classic" map, but are shown as resources on the "Normal" map:
