Cossacks

Ok, fairly sure I have this right:

# Cossacks = Feudal DUES * provinces / 25 right? NOT the Feudal level (which I think is 5 for Russia in 1792)

This would mean a Russia in 1792 (having captured no addition provinces) should get

50 (feudal dues) * 5 (provinces) / 25= 10 total Cossacks (ie. build enough to bring total up to 10

Is that correct?
Russia in "Going Again II"
France in "Quest for Glory"
