Respawning CVs without air groups??

Been playing modified GC where allied ships are set to respawn in the editor. Playing vs. allied AI. After I sunk Enterprise, I loaded as allied a couple of turns later to see if Enterprise will respawn (too make sure if I edited GC correctly). And she is schedulled to arrive a year and a half later. But unlike other CVs which are not respawning, she will come without any airgroup. Is that a bug? or the AI will load her with some airgroups? Why she is not respawning with her own airgoroups? I suspect that later in the game, I am about to encounter respawned CVs sailing arround with no aircraft aboard... I don't like that...
