Axis not allowed to declare war?

I know this one has been raised before but should there be any restrictions on who Germany could declare war on? In reality Italy and Vicky France certainly experienced the sharp end of this and spain must have been a serious consideration. Within the constants file it would be easy enough to mod so that there was a cost in DP but is the restriction on declaring war on similar alignment countries moddable at all or is it hard wired into the game code?

Open consts.csv file in your scenario folder and go to lines 187-197.
You can try to mod "-1" values and check by yourself.

nope, set cost as 0 for all and it still will not let you declare. never mind.

Save the game and go to the saves file. Open it and locate the last but one line. It should read something like this:

76;0;Vichy France;5C8DFF;FFFFFF;FFFF;FFFFFF;0;4 ... and so on.

Change the "4" to "3" and it should be possible to declare war on them.

Thanks. In the end I resorted to turning them all neutral but I just wondered if there was a way of keeping them on side til they were no further use (you can tell i don't play the allies much!).

This needs to be added in the next update. Germany certainly would have been able to invade Spain if Hitler decided he wanted to.
