Minor naval setup

Hi all
in one of our games, the French player was able to gain control of Denmark, and set up its fleet in Brest. Is this correct or a bug? I would have thought the Danish fleet could only set up in or adjacent to Denmark, or maybe in a GB bloackade box, since GB DOW'd on Denmark.

I looked up the rules on this one and ran a couple of tests. The rules for minor fleet placement state:

“The player may, at his/her discretion, set up some, all, or none of the corps and garrison forces that are available, in any land areas within the borders of the controlled minor country. Fleets may start in, or in a sea area adjacent to, any port in the controlled minor country.”

However, you can control the fleet in any area that is within 7 sea areas of the home nation, including enemy blockade boxes and friendly ports in other nations. So either the rules are wrong, or the game has a bug/rules deviation.
