Suppress ships not due upgrade button

Missing everywhere except Noumea. This is only a problem if you press it in Noumea as it does what it says to every port giving the impression you don't have the ship you thought you had.

While I'm at Noumea they is another problem here which i think has been raised. You cannot transfer ships to the port from a TF. You can disbanned a TF.

And this is SF with 63 available ships and with the button pressed. But I've just noticed that the button is available in SF but I've since checked LA and Sydney and it isn't. I hadn't check this port initially.

I've also noticed that PH and Bonbay have the button but the likes of Sydney, Brisbane, Colombo don't. Makes no difference which port you press the button.
