What am I doing wrong?

I checked the load and the ships were verified, I think.

Your troops are still most likely packing up from being in strategic. The cant fully load onto the ships till they are totally packed up. Hope this help.

Yep... Stugots onto it, it can take 2-3 days (turns) for a unit to 'pack-up' depending on it's size.
