Base Arrival/Redeploy delay?

I packed almost all my Aussie inf bde's into strat mode, and sent them on to Townsville. Duly, a few days later they all arrived.

I had a bunch of ships waiting there for them for transfer to Port Moresby.

However - when I go to LOAD TROOPS, they are not available - only the air groups and the 2 ground troops from that base that I already had set to strat mode a few days earlier were listed as 'loadable' via Select Unit.

Why wont my newly arrived units show up? Is there an 'enforced' delay affecting troops just arriving via rail travel at a hex? If so, what is that delay and where can you 'see' it on the screens? Ive got 15 land units, tons of supply, and 2 task forces sitting there while i am getting pounded at port moresby, and I have no idea why i cannot load them up! (yes, they are still in strat mode)

Restricted command probably...do the units have '(R)' in their headquarters title?

HISTORY

They're militia, restricted by law from being sent outside Australia. In reality, they could be sent to Port Moresby as it was Australian territory, but sending them en-mass would have been politically unacceptable, disruptive of the economy, and would have removed the last-ditch defenders of Australia from their land and families.

I once played the Australian NCA in a game run by el cid. I forced him to grovel before he could borrow any of my last ditch defenders to garrison Noumea. I also played the other Commonwealth countries. NZ was much more comfortable with sending its forces about.

You will either have to change their command to an unrestricted command, or you can send them by air to PM.

ahh thats what it was. Got it. Didnt understand the significance of the (r) there.

So then all the Indian troops rated (R) I can rail to Rangoon but I cannot ship them? What about the AVG air groups rated (R)? Is the only way I can use or move them to change their allegence?
