how to change navy purchase

hello i hope this dont sound dumb i wanted to ask i updated game and noticed that now you have to wait till build and before not i wanted to get more familiar with the game so i wanted to see if there was a way to change this back somehow i hope just for few more games to get familiar plz help if you know where to go and change thanks

It appears to be Line # 306 in consts.csv, this opens in Excel but the separators must be semi-colons not commas.

Which is found in /data/scenarios/(whatever scenario you're playing)
