Exactly. The operative phrase here being "few bombs", i.e. not enough to drastically influence production. This just further emphasizes the fact that the Luftwaffe was designed to support the German army, and not to operate by itself.

It was both. But not as good as it's opponents. The USAAF actually formed two separate Air forces in England. The 8th was Strategic, the 9th Tactical. Germany couldn't afford that.
