AKE creates supply, probably underflow error

Look at TF95. Has just a few supplies. In the same hex, create a surface TF with Yamashiro and Hyuga. Now disband the TF. AKE now has 65K supplies.

It's a bug, which I believe has been fixed for patch 2.  What actually happened is the supply on board went negative and the display shows negative numbers as very large positive numbers.  65,534 is the largest number possible with that number type.
