Missing replacement HQs

Payed PP for changing HQs in Singapore from the restricted HQs that stops them from being replaced.

The HQs suppose to arrive this turn see picture. Only 1 of 4 actually showed up.

BigJ62 out of reach?

I've had the RAF HQs replaced with no issues in vs AI games.
Lacking a 1/3 of the CBI Air HQ sorta a "big" deal. So I am wondering whats up.

Found and fixed a problem with returning HQs and Chinese units. Their internal wep arrays were being cleared which was forcing them to be removed from the map once placed.
