Division splitted don't reconstruct

in the attached save the 22 japan Div in whenchow are splitted in 3 detachment: all component in same hex and in command of the same HQ but the rebuild button don't display so there is no way to recopmbine

(i've all preceding turn if needed)

'A' unit weps do not match the other two. All weps must match for in game divides. One of the tankets must have upgraded.
