What is the deal with A6M3!!??

I have a problem.

I have been making A6M3s to replace my land based A6M2s but none of my A6Ms or even A5Ms will upgrade to A6M3[:@] only A6M3a which doesn't come out until late 42. You have to make A6M3 factories to get A6M3a (in WitP you could go from A6M2 to A6M3a and skip the A6M3 altogether). The problem is that there are no ariving airgroups with A6M3, so in AE it looks like there is no way to get A6M3s on the map!

Am I missing something? Please help.
