Check the sea zone, not all shore hexes are reachable from all sea zones.

First thing you should do is attack the allied navy in the north sea, with your bombers for several turns till they withdraw or die.

Mike,

Are you asking about the technical actions necessary to do a landing?

It's in the events folder, event 202 in the German file.

Basically if you don't attack Norway until (day="14" month="3" year="1940") then there's a 70% chance the Norwegians will surrender without firing a shot.

A couple of things about Norwegian amphip ops;

1. There is a 2 week time period required. Week 1 is boarding and setting sail (your transport must be at sea to conduct AIP).

2. Unless Air Tech 3 is accomplished, German Bombers cannot reach Oslo from Denmark.

3. The 7 hex range of Level 1 Airbourne units will prevent this type of attack on Oslo.

4. Enemy fleets intercepting the Invasion Force is automatic and appear to be able to intercept from their full movement allowance ( 2 sea zones) as long as they are at sea.

Dealing with #4 is the critical one. The Kriegsmarine is a far cry from from parity against the Royal Navy in sheer numbers. Since naval units intercept automatically from as far as 2 sea zones away (ie; Norwegian Sea, NE Atlantic and CE Atlantic for AIP in North Sea) and the requirement for successful amphib landing is basically unopposed, this poses a huge problem for the Germans early in the war.
Assume nothing.
