Unit pick up

I have an opportunity to rescue a few scattered Allied units.

I was hoping to do it via the few transports available and some float recon planes.

However, the "Pick up Troops" button is not active; it cannot be selected.

Is there some experience requirement, or magic date when this becomes available?

The troops cannot be in an (R) command if they are to board naval transports. If they are to be air transported, they may only go to another base in the same (R) command. You could try to pay PP to change their HQ to a non-(R) command, but if the (R) is in white, it means permanently restricted so that won't be allowed either.

Don't forget to select "transport troops" first; only THEN select the base you want to pick up troops from.
 
After that, the "pick up troops"option is available to use.
 
Quirky, took me a while to figure out.
 
Could be it only works in base hexes though.

The troops have to be in strategic mode to board transports too, if they're in combat mode you'll need to load them with an amphib TF.

For an arial pick up, they can be in combat mode, as i found out in my current Guadal PBEM game.
