Jap Air Combat TF won't launch Naval Attacks

I've noticed that since refueling and rearming at Cam Ranh Bay Port size 7 (3 turns ago, 1/25/42) my main CV battle group won't launch any Naval attacks. They will attach ports (Singapore) with 800kg bombs - noooo problems, but they won't attach a whole bunch of near by enemy TF's full of AK's and AP's

Sorites are full for all 5 carriers
Torps are full for all 5 carriers
Carrier air units are at near full compliment (>80%) with only one or two A/C in repair mode
Pilot morale is between 93 and 99%
Fatigue is between 5 and 9%
TF leader is Nagumo, so no problems with HQ (I think)
Attach A/C units are set to Primary Mission: Naval Attack, Secondary Mission: Rest with patrol levels set as 20% search
Fighter A/C units are set to Primary Mission: Escort, with Patrol levels set as 50% CAP
The attack A/C groups perform plenty of search and find 4 or 5 enemy TF's within strike range, but no strikes are launched?...

Anybody got any ideas???

The detection level of the TFs may not be high enough, or the air threat level might be too high.
Try closing the distance to the enemy TFs.
