Dobbin class AD will not upgrade

PBM game using 1.084e - I am the allies - game date 16 june 1942. My Dobbin class AD will not upgrade to the 6/42 upgrade. One is in port at Pearl the other at Auckland NZ. Upgrade flag is set to 'yes'. Any non-bug reason why this class of ships are not upgrading ?

Problem solved. Ships will not upgrade if they are carrying supplies. I unloaded them and now they have upgraded ok.
