no upgrade of AK ships 2 months later? bug? something else?

in Melbourne, there is an xAK that has not upgraded despite 2 months passing since its upgrade date (it was supposed to upgrade in 2/42). It has upgrade set to YES, and its 2400 tons (repair shipyard there is 10k capacity).

is this normal behavior?

Ship is carrying cargo. It must be empty before it can upgrade.

I see there's cargo on board. I suggest you unload and try upgrade then.
