What happands if a ship is schaduled for withdrawl, and get sunk?

Do one loose PP every day it is over due then ?

No, it is considered withdrawn.

I would think there would be some form of penalty to prevent you from sending them on suicide missions to take as many of the enemy with them.

Of course if they were scheduled to return later you would not do this.
