Leapfrogging retreat?

Leapfrogging retreat?

I am playing as France and the Russians send a massive army through prussia to attack me in Hanover.

The Russians lose the battle and retreat, but all 3 of their armies retreat behind me into my dutch territory, rather than retreating back to the province where they first came from.

Additionally, they seemed to be able to extend their line of supply depots through Hanover despite the presence of my troops.
As a result, they had an unbroken supply line.

Is this a bug or am I missing something?
