underway replenishment

Exactly how do you do underway replenishment? Obviously you need an oiler in the TF and you probably also have to change the TF's mission from surface combat or whatever to replenishment. But, at least on my computer, TFs with CVs will not accept oilers, neither when being formed in a port, nor at sea from one or more other TFs.
Any ideas? I suspect there's an obvious solution that escapes me, though.

The oiler goes in a separate TF and you put the two TF's together in one hex.
We are all dreams of the Giant Space Butterfly.
