Impenetrable Force Field at Vigan

In an AI game the Japanese AI has apparently erected an impenetrable force field behind which it is unloading all manner of troops and supplies. I will confess to being completely unaware of that particular aspect of 1940's Japanese technology.

To be specific; I get the message "TF can not move to that location" (or something very similar) when I try to order a PT TF or a sub TF to move into the hex and attack the ships there. The port is a level 1. The PTs are three hexes away, at full fuel load with torpedoes. TFs are both US and UK. The problem has persisted over 2 turns. I have a save of each.

Sure hope this is a bug.
