exciting vs. boring nations

Which nation do you think is the most exciting to play?

And which is the most boring?

Against the AI: I've played Russia and France, and both were "exciting" in their own ways. With France, more-or-less everyone is going to fight you at some time, and you will have to build up quite a military to survive let alone thrive. As Russia you will have to do a good job of balancing nation building, and military exploits.

I don't think Russia is very exciting to play because you have serious waste/infrastructure issues that you need to spend way too much of your playing time trying to overcome.

On the other hand, if you like that sort of thing then Russia is your ideal country to play.
