UV and moving Aust. Northern Command

My opponent in a PBEM game has complained to me that he doesn't understand troop transport. He can't seem to load combat units onto APs. I told him I think it may be because they are Northern Command units. He's responded that that could be the problem but has asked where it is in the rules. I found out about it after the same frustrations by reading this forum but I'll be darned if I can find it in the rules. Does anyone have the cite for this?
