Hi-... Dutch air reinforcements due in 10-25 days at Soerabaja-which is now in enemy hands? I sure could use some of the VF due.

In my PBEM they appear on the reinforcement screen as arriving at Aden. Only, they don't. I suspect you have to re-take Soerabaja to get them. Then they should show up the next turn.

Isn't that a bit daft?  After all if the Dutch had lost their bases, replacements (assuming they are generated off map) would go to the nearest friendly base
By '42 the Dutch had lost most of their overseas possessions (especially DEI) as well as their homeland but still had several naval units (mainly operating around Australia) and a couple of squadrons in exile training (one in the US, another in Australia)

Pre patch (havent lost Java post patch yet) I would see them in the reinforcement screen promising to arrive tomorrow, but tomorrow never came.

The Dutch pilot pool for the PTO wasnt very big, most were in the UK fighting to recover their Homeland. Most of the aircraft ended up in British or Australian hands.

Getting these upgrades for DEI squadrons is always a good reason to fight hard for Java.

I have about a dozen various Dutch air units that are supposed to arrive in 5 days or less, but they just keep resetting to 5 days when time is up. They vary their arrival base between Karachi and Aden and other bases, but again... they never arrive, just reset their ETA. I'm in November 42' in a PBEM and the dutch units I have still on the map are almost completely out of planes since by 4/42 pretty much all replacements stop coming, including pilots. You can still "get pilots" but they come in with all skills and exp in the 10's. I've debated just disbanding them all, and if I lose Timor, I will... but the bomber sqds that upgrade to b25s can upgrade to use the replacements from the US pool, so they are still flying. Now if only the dutch p40's or hurricanes would let you do that too, I'd have the Dutch doing better with more than just the 10 fighters remaining.

Side note:My top two pilots on the kill list are tied at 13 each... both are Dutchmen! Boxman and Van der Poel I think.

Two top pilots both dutchmen?  Wow that is amazing!  My Dutch airforce can't hit the broad side of a barn door at 5 feet...

It might have been better to have them simply arrive in Aden, then have the AI or player actually take them to the DEI by boat from there. The time the average trip from Aden or Capetown to Java would need to be calculated in so the air groups would arrive a few days/weeks early, but it would have solved the issue in the long run.

Perhaps this is a bug - the Dutch pilots/squadrons should in theory return at some point,  they can't be kept off permanently.
 
Also, any Dutch squadrons noted in the 'destroyed sqaudrons/groups' lists - can these be rebuiilt?

Like said earlier, I think they will come back when you retake Java.

On a side note, there are one or two Austrailian-Dutch squadrons in the game. I suppose they were made up from pilots that got out of Java.

You also get one American and one Austrailian unit that can take the Dutch mitchell bombers, and one Austrailian unit that can take the Dutch version of the A20-so these planes do not go to waste when Java falls. In addition, one RNZAF buffalo squadon can take the Dutch hurricanes but there are not many of those. I have yet to find any squadon that can take the Dutch P40E. Pity...
