No supply in Tokyo?

I just finished my first turn and have no supply left in Tokyo after having some 600,000 supply there on day one. I did no factory upgrades either. It doesn't make sense having some million points of oil and resources there to start. What gives? Has so much been transfered to my other bases on mainland Japan that it has stripped Tokyo of all its supply? Besides, why would the AI take all the supply out of Tokyo knowing that it needs some too?
I only took about 60000 supply loaded on transports this turn. Grrrrrrrrrrrr.
